一、建立山东产权统一市场的必要性和紧迫性 (一)产权市场迎来历史性的发展机遇 1、市场定性，方向明确。党的十六届三中全会明确指出：“产权是所有制的核心和主要内容”，要“建立归属清晰、权责明确、保护严格、流转顺畅的现代产权制度”，“健全统一、开放、竞争、有序的现代市场体系”。这为我国现代产权制度的建立和产权交易市场的发展指明了方向。
