建设部副部长宋春华最近在一次会议上说,建设经济适用房要提前谋划,做好项目储备工作。他说,从近几年经济适用住房计划实施情况来看,计划落实较慢的原因,除计划下达晚之外,不少城市是在计划下达之后才开始办理规划、征地等手续,结果错过了大好的施工季节。要改变这种状况,必须提前谋划,搞好项目储备。国务院国发(98)23号文件规定,经济适用住房建设应符合土地利用总体规划和城市总体规划。其建设用地应在建设用地年度计划中统筹安排,并采取行政划拨方式供应。
