在总结黑龙江大兴安岭林区能源-经济-环境(3E)系统发展现状的基础上,构建林区3E系统协调度评价指标体系,选用距离型协调度评价模型对其3E系统和任意两子系统之间的协调度进行定量分析,发现2004~2013年间林区的3E系统处于失调状态,而能源系统是制约3E系统发展的关键因素。因此,应该以提高能源系统发展水平为目标,从能源开发、消费的角度出发,构建以政府为主导、林区企业为载体、林区居民为受益者的能源系统优化体系。
On the basis of summarizing the current situation of energy-economy-environment (3E) system development in Daxinganling, Heilongjiang, the evaluation index system of 3E system coordination degree in forest area was constructed, and the distance coordination evaluation model was chosen to evaluate the relationship between 3E system and any two sub-systems The results show that the 3E system in the forest area is in a disorder state from 2004 to 2013, and the energy system is the key factor to restrict the 3E system development. Therefore, we should aim at improving the level of energy system development. From the perspective of energy development and consumption, we should construct an energy system optimization system that is led by the government, the enterprises in the forest areas and the residents in the forest areas.
