《人民日报》发表的《收入分配与社会稳定解析》一文提出，我国存在城镇和农村二元经济结构，用基尼系数来衡量社会宏观形势，最好将农村和城镇分开来考察。经济学家厉以宁先生也曾提出：中国是个二元经济的国家，城市和农村的经济结构不同，生活方式的差别很大，不能笼统地用?
