选取2007-2008年中国铁路行业和国民经济主要行业的科研机构数据作为样本,运用DEA和Malmquist指数对铁路行业和国民经济主要行业的科技资源配置效率进行了比较研究。结果表明:铁路行业的科技资源配置效率并不高,说明政府的大量科技投入并没有取得相应的效果。原因是:铁路行业科技资源管理手段落后,科技资源分散,行业性科研机构的管理效率较低且对铁路行业科技进步的推动作用下降。最后,根据研究结论提出相应的对策建议。
Taking the data of scientific research institutes in China’s railway industry and major sectors of the national economy from 2007 to 2008 as samples, the distributive efficiency of science and technology resources in major industries of the railway industry and the national economy was compared using DEA and Malmquist indices. The result shows that the efficiency of science and technology resources allocation in railway industry is not high, which shows that the government’s massive investment in science and technology did not achieve the corresponding results. The reasons are: the backwardness of scientific and technological resources management in the railway industry, the decentralization of scientific and technological resources, the inefficient management of industrial research institutes and the impelling effect on scientific and technological progress of the railway industry. Finally, according to the conclusion of the study, we put forward corresponding countermeasures and suggestions.
