政府主导型的长春市公益广告传播运作模式,导致长春市广告主体对参与公益广告活动的观念意识相对落后,创作恒动力不足,自律意识淡薄和管理制度缺失。只有转变公益广告发展观念,建立专门、独立、自主的公益广告传播组织,将政府主导型转变为行业主导型的公益广告传播运作机制,建立全新的长春市特色的公益广告传播生态环境,才能有助于长春市全面健康发展地域性经济效益与社会效益的双层文明建设。
