On the afternoon of September 12, 1950, Truman announced his decision to appoint Marshall following Johnson as the Secretary of Defense. The next day Truman made a plea to Congress saying, “Given the current critical situation and the extraordinary qualifications of General Marshall,” Congress must agree to amend the National Security Law to make an exception to permit Marshall, serving in active duty for the last 10 years, to serve as Defense Secretary. Both the Senate and the House agreed on the 15th to amend the National Security Law and approve the new appointment. As a result, he served as chief of staff of the United States Army during World War II and was appointed president of the United States to China in November 1945
