加入WTO的日益临近，客观上要求我国的外汇管理政策与实务操作按照WTO基本准则和国际惯例作出适应性调整，原有的对经常项目外汇收支的一些限制将被取消；资本项目外汇管理将随着入世五年后外资银行国民待遇的取得而最终逐步放开；人民币汇率的稳定将随着人民币完全可兑换而在宏观调控政策上作出适时调整；国际收支平衡与国家经济安全将日益引起国家宏观决策部门的高度重视。结合加入WTO后给我国外汇管理制度带来的影响，本文提出迎接入世挑战、不断改进和完善我国外汇管理的应对措施。
With the accession to the WTO approaching, it is objectively required that China’s foreign exchange administration policies and practices should be adjusted in accordance with the WTO’s basic norms and international practices. Some of the restrictions on foreign exchange receipts and payments under the current account will be canceled. With the acquisition of the national treatment of foreign-funded banks five years after China’s accession to the WTO, it will eventually be gradually liberalized. The stability of the RMB exchange rate will be adjusted in a timely manner as the RMB is fully convertible. The balance of payments and national economic security will be increasingly caused National macro-decision-making departments attach great importance. Combined with the impact on the foreign exchange administration system of our country after joining the WTO, this paper puts forward the countermeasures to meet the challenge of entering the WTO and continuously improve and perfect the foreign exchange administration of our country.
