根据对广西喀斯特石漠化区集体林权制度改革试点县的问卷调查,总结了平果、大新两县公益林改革的均山、均股等3种模式;分析了农户对公益林改革方式的满意度及其不同模式的优缺点;介绍了两县公益林生态效益补偿基金的使用情况。针对存在问题,提出了公益林林权改革应因地制宜、分区施策,可分别采取“确权到集体、均股均利”及“确权到户、补偿到户”的改革建议。
According to the questionnaire survey of pilot forest counties in Karst rocky desertification area in Guangxi, three models of average mountain and average stock in the reform of public welfare forests in Pingguo and Daxin counties were summarized. Satisfaction of different modes and its advantages and disadvantages; introduced the use of ecological benefit compensation fund of public welfare forests in two counties. In view of the existing problems, it is proposed that the reform of public welfare forest tenure should be based on measures adapted to local conditions and zoning policies, and reform proposals should be taken to “ensure the ownership of the stock, average stock interest” and “confirm the right to the household and compensate each other”.
