2009年虽已渐行渐远,但有几条“干部年轻化”的新闻人们恐怕一时难以淡忘,年初是25岁的孙靓靓出任共青团泰州市委副书记,年中是29岁的周森锋被选为湖北省宜城市市长,年尾是云南省委常委提名32岁的李茜为昆明市副市长候选人。年轻化,为中国的干部队伍注入了生机和活力,而与之相伴相生的干部职务犯罪的年轻化趋向,也一次又一次为干部选拔任用工作敲响警钟。“35现象”是继“59现象”之后又一令人心焦的腐败景观。如何尽快找到有效措施加以预防,是目前迫切需要解决的预防职务犯罪的一大课题。
