对具有湖北特色的二次电价管理模式作了分析总结。形成了完整的测算公式，并在ＷＩＮ－ＤＯＷＳ９５平台上用ＶＩＳＵＡＬＦＯＸＰＲＯ３．０实现了计算机对二次电价的测算，大大提高了二次电价测算效率，使之更加准确、规范，管理深化。
