学校效能评价是对学校影响学生身心发展情况的价值判断过程。它在我国还是一个比较陌生的研究领域,但在国外已经存在了近40年,它以其“增值”的理念与寻找“净影响”的思路,形成了有别于传统评价的模式与方法,能为有关部门进行教育评价提供更为公正与科学的评价工具,它的研究成果事实上已经成为许多国家与地区政府进行教育决策与制订教育政策的重要依据。当我国亟需改革传统教育评价,呼唤新的与教育改革要求相适应的教育评价理论之时,我们试着对国外学校效能评价的发展状况进行回顾与展望,期望能为我国教育改革提供借鉴。
The evaluation of school effectiveness is the process of judging the value of school physical and mental development affecting students. It is still a relatively unfamiliar research field in our country, but it has existed in foreign countries for nearly 40 years. With its concept of “value added” and the idea of searching for “net effect”, it has formed a pattern and method different from traditional evaluation. Which can provide a more fair and scientific evaluation tool for educational evaluation of relevant departments. Its research results have in fact become an important basis for education and policy making in many countries and regions. When our country urgently needs to reform the traditional education evaluation and calls for a new educational evaluation theory which adapts to the requirements of educational reform, we try to review and prospect the development of the effectiveness evaluation of foreign schools, hoping to provide reference for our country’s educational reform.
