The key to rejuvenating our country through science and education is to foster a group of outstanding scientists and technicians who meet the challenges of the 21st century, adapt to international competition and satisfy domestic demands. So there are certain common features in the process of talent development of excellent scientific and technological talents. Therefore, this paper investigates and studies the talent factor of outstanding military professionals and strives to train more and better scientific and technological talents for the 21st century and to rejuvenate the country with science and education.
