He measured it in exactly the right way, but the measured figure was 500 times larger than the figure that people had imagined at the time. Fulton compared his own measured results with the theory of the past, and felt that he was too far away and he did not publish his own experimental results. In other words, he did not write this new “information” or “facts” on his banner.
