18 4 7年 5月 ,罗孝全在广州的住所和教堂失窃。这本是一个普通的治安事件 ,但在处理时却升格为关乎条约权利的交涉 ,因为其所失财物的索赔对象不是偷盗者而是中国政府。罗孝全的索赔要求经过长达 1 1年的争论 ,经过几任美国公使的努力后 ,最终由新的不平等条约予以满足。这是近代传教士与西方列强政治势力相互利用、攫取侵华权益的典型事例。本文对这一国内学界未见讨论的事件的发生、交涉过程及其影响等进行了阐述。
In April 1974, Luo Xiaoquan stole his residence and church in Guangzhou. This was an ordinary law and order incident, but was dealt with as an interrogation on treaty rights, since the object of compensation for the lost property was not the theft but the Chinese government. After filing a controversy for 11 years, Roh’s filing request was finally met by the new unequal treaties after the efforts of several U.S. ambassadors. This is a typical example of the mutual utilization of modern missionaries and the political forces of the Western powers in seizing the rights of invading China. This article elaborates on the occurrence of the events that have not been discussed by this domestic academic circle, the negotiation process and its influence.
