大庆石油管理局作为存续企业,面对生存危机和竞争压力,确立了逐步建成国内一流、具有较强国际竞争能力,全面实施国际化经营的大型现代企业集团的发展思路。新的发展战略对职工的素质提出了更高的要求,培训工作也把人才开发的战略重点转移到对外合作人员的培养上。经过几年的的探索与实践,大庆石油管理局,充分利用企业内外两种培训资源,坚持“学用结合”,努力为职工搭建学习平台,加速人才的培养培训步伐,为企业开拓海外市场提供培训支持。
