随着国企体制改革的不断深入和近年来石油行业经济下行现状,国有石油企业普遍存在经营形势严峻和产能过剩等问题,如何有效应对现阶段的低油价“寒冬期”、降低运营成本对企业的发展至关重要。其中体制改革后凸显的富余人员安置和使用问题,是国企改革成败的关键,关系到企业的发展和社会的稳定。本文根据石油企业体制改革进程,深入探讨了关于国有石油企业富余人员转岗培训的可行性。
With the continuous deepening of the reform of state-owned enterprises and the economic downturn in recent years, the state-owned petroleum enterprises are generally faced with such problems as severe business conditions and overcapacity. How to effectively cope with the current low oil price “winter period” and reduce operating costs? The development of enterprises is crucial. Among them, the problem of resettlement and use of redundant personnel, which has become obvious after the system reform, is the key to the success or failure of state-owned enterprise reform and affects the development of enterprises and social stability. Based on the reform of the petroleum enterprise system, this article discusses in depth the feasibility of transferring the redundant workers in the state-owned petroleum enterprises.
