本文第一部份系根据作者在1979年6月向中国技术经济研究会第二次会议提供的“关于技术经济计算若干问题的商榷”一文修改而成。文中提出了在应用抵偿年限法中计算投资积压影响和利息、及扣除水电站折旧费用问题,并结合我国水、火电站投资费用的实际情况,举例计算了这两种因素的影响,将使抵偿年限增加或减少达30%左右。文中还简述了投资还本年限可作为选择方案时的一个参考指标,但不能用来评定两方案间的比较效益问题。本文第二部分针对我国当前在水电站水库调度最优化科研中普遍采用以发电量最大为优化准则的问题,提出了改进意见,建议采用分三区计算电价,并计入由于特别枯水年份水电站降低出力引起电力系统不同程度的限电损失,按照国民经济效益最大为准则进行比较选择。
The first part of this paper is based on the author’s article “Discussion on Several Issues in Technical and Economic Calculation” provided to the Second Session of China Society for Technical Economics in June 1979.
