本文借用PRN和TNFS分析框架。在PRN框架下,阐释停车产品的特点及其时空资源占用和停车业网络形态。在TNFS框架下,把停车业网络分为管理层、市场层,两者之间的桥梁是政策。分析管理层、市场层和政策存在的问题。基于上述经济分析提出在北京统计年鉴中“交通运输邮电”下设立“停车经济指标”;北京停车业需要融资运营新模式;管理层权力集中并从市场层退出;并对北京停车市场供给侧与需求侧管理给出建议。
This article borrows PRN and TNFS analysis framework. Under the framework of PRN, explain the characteristics of parking products and their occupancy of space-time resources and parking network patterns. Under the TNFS framework, the parking network is divided into management and market layers, and the bridge between the two is a policy. Analyze management, market level and policy problems.
