我国航天科技工业经过50多年的发展后,逐步形成了专业配套、功能完备、基础夯实、军民互动的航天科技工业体系,但从长远发展战略来看,缺乏整体性的战略布局,整体合力的优势难以发挥。整体式模式基于系统工程原理,强调以整体理念为核心,构筑以业务、资源和管理协同改进为主要内容的动态优化、集成发展的框架结构,以提高系统整体竞争力。本文运用整体模式理念,分析了构建我国整体式航天科技工业体系的基本思路和操作方案,以期抓住战略机遇期,推动航天科技工业的整体发展。
After more than 50 years of development, China’s aerospace science and technology industry has gradually formed a space science and technology industrial system with professional facilities, complete functions, solid foundation and military-civil interaction. However, from a long-term development strategy, there is a lack of a holistic strategic layout and an overall synergy advantage Difficult to play. Based on the principle of system engineering, the integrated model emphasizes on the overall concept as the core, and constructs the framework of dynamic optimization and integrated development with business, resources and management improvement as the main content so as to improve the overall competitiveness of the system. Based on the concept of holistic mode, this paper analyzes the basic ideas and operational plans for building an integrated space science and technology industrial system in China so as to seize the strategic opportunity and promote the overall development of the aerospace science and technology industry.
