公共宣传有三种目标,其一,认知目标。组织宣传之后,公众对宣传内容有了进一步的知觉、记忆、理解和想象。其二,情绪目标。公众对宣传内容在认识的基础上产生了情绪反应,即愉快、喜欢、吸引、满意、悲哀或愤怒等情绪。其三,行为目标。这是最高目标。公众接受宣传之后,按组织的意图和要求,发生了与组织协调一致的行为,支持和配合了组织的行动。三种目标相互联系,不可分割,认知目标为基础,公众在认识的基础上,产生
