为了理清新疆农业“走出去”的现状,为政府与企业制定和完善“走出去”战略提供参考。运用SWOT-CLPV理论模型,分析新疆农业“走出去”的优势、劣势、机遇和挑战。结果显示,新疆农业“走出去”呈现出8C、12L、6P、14V的局面,总体上问题性和脆弱性与杠杆效应和抑制性相当。因此,要增强新疆农业“走出去”过程的杠杆效应,减弱问题性、脆弱性和抑制性,对于“走出去”企业来说,主要应致力于加强国际型人才的培养。对于政府来讲,要从战略目标重构、金融和信息服务政策制定和引导等方面下功夫。
In order to sort out the status quo of “going out” in agriculture in Xinjiang, it provides a reference for the government and enterprises to formulate and improve the strategy of “going global”. Using the SWOT-CLPV theoretical model, this paper analyzes the advantages, disadvantages, opportunities and challenges of Xinjiang’s “Going Global” agriculture. The results showed that the “going out” of agriculture in Xinjiang showed the situation of 8C, 12L, 6P and 14V. Overall, the problems and vulnerabilities were similar to those of the lever effect and inhibition. Therefore, to enhance the leverage effect of Xinjiang’s agricultural “going global” process and weaken the problems, vulnerabilities and restraints, the major goal of the “going global” enterprises should be to strengthen the cultivation of international talents. For the government, it is necessary to work hard from the reconstruction of strategic objectives and the formulation and guidance of financial and information service policies.
