旨在探究政府购买体育服务选择项目制的根源及治理效果,推动政府体育购买的专业化、精准化和便捷化,为进一步完善政府购买公共体育服务提供理论参考。以文献资料法为主,通过对社会制度变迁中社会治理方式的变化分析体育购买服务选择项目制而非社区制的原因以及体育项目制的特征。研究发现:由于社区体育设施基础薄弱、社区体育组织能力不足以及财政转移支付的全面深入,项目制成为了当前政府购买体育公共服务的主要方式,这是制度主体和客观历史条件的选择,是多中心治理体系的要求,其有效促进了社会组织的发展以及专业性服务的提供;建议继续深化体育行政体制改革,以政策为保障,以制度为依托,以创新为动力,积极吸纳社会资源与组织参与社会治理,发展和完善政府购买体育的模式和机制。研究项目制并不是为了否认其它模式,它们处于同一起跑线,都是新近政府行为中付诸实践的组织模式,不存在制度依赖、路径依赖以及存增量依赖问题。
The purpose of this study is to explore the root causes and governance effects of the government purchasing sports service selection project, to promote the specialization, precision and convenience of the government sports purchase, and to provide a theoretical reference for further improving the government’s purchase of public sports services. Based on the literature review, this paper analyzes the reasons why the sports purchasing service is selected rather than the community system and the characteristics of the sports system through the changes of social governance in the social system changes. The research found that due to the weak foundation of community sports facilities, the insufficient capacity of community sports organizations and the full and in-depth financial transfer payment, the project has become the main method for government to purchase sports public services at present, which is the choice of system main body and objective historical conditions Center management system requirements, which effectively promoted the development of social organizations and the provision of professional services; it is recommended to deepen the reform of the sports administrative system to policy-based protection, the system as the basis, innovation as a driving force to actively absorb social resources and organizations Participate in social governance, develop and improve government purchasing patterns and mechanisms for sports. The research project system is not intended to deny other models. They are all at the same starting line and are models of organizations put into practice in the recent government actions. There is no institutional dependency, path dependence and dependence on deposit growth.
