In June 1972, Germany passed the first Waste Disposal Act, aiming to reduce the waste produced by local industry and residents and increase waste recovery rate. After that, the Act has gone through several changes from time to time. In 1996, the Act paid more attention to protecting natural resources, avoiding wasting, and reducing harmful substance.
Westend Community is in Frankfort, Germany. In this special community, “environment police” will make home visits occasionally for inspecting whether garbage has been classified according to the guidance. They will point out the mistakes if the garbage has not been properly classified, and fine the property owners when necessary. Garbage disposal companies will collect the garbage and put them in different warehouses. The warehouses are numbered accordingly. The electricity generated in the garbage burning plant of Cologne can supply 15% of the citizen’s electricity consumption, which covers more than 60,000 households. There is also a system of “green point”, which uses its particular charging scheme to encourage manufactures to reduce the number of packs and use the packs that made of environmental-friendly materials. This system now functions in 22 countries of Europe.
