党的十五届五中全会和“十五”计划都明确提出了“依法治国，建设社会主义法治国家”的指导思想。普法教育工作是社会主义法制建设重要基础和组成部分，按照中央的部署和要求，我国已开展了三个五年普法教育工作，并将开始“四五”普法。为了让广大读者进一步认识和了解普法教育工作的基本内容和重要意义，特刊载司法部部长张福森的专稿。
The Fifth Plenary Session and the Tenth Five-year Plan of the 15th CPC Central Committee have all clearly proposed the guiding principle of “governing the country according to law and building a socialist country ruled by law.” The popularization education work is an important foundation and an integral part of the socialist legal system construction. According to the deployment and requirements of the Central Government, China has carried out three five-year popularization education work and will start the “four or five” popularization.
