“The Chinese people are very friendly. I have great confidence in cooperation between the two sides. It is very comfortable to work and live in Jinan and my family is also willing to come and live here. I have already considered myself as a Chinese with a foreign passport.” Dr. Peter Poechmueller, Austrian Chief Technology Officer (CTO) of Shandong Jinan Sinochip Semiconductors Co., Ltd., made these remarks in fluent Chinese to express the feelings of many foreigners in Jinan.
Dr. Poechmueller has been living in Jinan for three years after previously working in other countries such as the U.S. and Germany. He has found Chinese and Western culture very different. When he first arrived, he held strict views on many things. Now that he has fitted into Chinese society, he loves the culture and finds life becoming more and more relaxed.
Of course, the collision of cultural differences has also produced a “chemical reaction”. He has a profound understanding of the difference between China and Germany. “German people like to make plans while Chinese are very practical. It will be best to combine the two attributes.”
Dr. Poechmueller, with 20 years in the semiconductor industry, has worked in international companies such as Siemens, Infineon and Qimonda, and set up four world-class integrated circuit research and development centers. He owns more than 100 patents in integrated circuit design, electronic design automation (EDA) tools, as well as process design and testing and is one of the world’s renowned experts in semiconductor technology and design.
In May 2009, a team of experts he was leading joined Shandong Sinochip Semiconductors Co., Ltd. and took on one of China’s CHF (core electronic component, high-end universal chip and fundamental software) projects — the domestic dynamic random access memory (DRAM) chip project.
They developed the world’s advanced large-capacity DRAM chip in June 2010, beginning mass production in October that year. By the following October, the company had successfully sold over four million chips earning over 100 million yuan, breaking the long-time monopoly of DRAM manufacturing in China by foreign companies and filling a domestic blank.
Meanwhile, the team of foreign experts led by Dr. Poechmueller has successively carried out the high-end projects such as the embedded memory IP core development and application, 12-inch integrated circuit assembly test production line, etc. The embedded memory IP project has completed the 65-micron technology SRAMIP nuclear chip product definition, circuit diagram design, layout design and post simulation verification. It has applied for six domestic patents. The 12-inch integrated circuit assembly test production line went into production on December 15, 2011. As the first high-end integrated circuit assembly test production line in Shandong Province, it has further strengthened the competitiveness of China’s memory industry chain and advanced testing industry and has been of great importance in developing the national and provincial integrated circuit industry. Because of the outstanding contribution by Dr. Poechmueller and his expert team, the project won the approval and support from the State Administration of Foreign Experts Affairs as the first batch of “High-end Foreign Experts” projects.
In 2009, as one of the representatives making great contribution to the development of Jinan, Dr. Poechmueller took part in the torch relay of the 11th National Games. “This is my first time to participate in torch relay and I feel much honored,” he said.
Dr. Poechmueller is one of the talents recruited under Jinan’s “5150 Talent Introduction Plan”. He has also been selected in China’s recruitment program of global experts — “1,000 Talent Plan”. In May 2013, he received the “Spring City Friendship Award” conferred by the Jinan Municipal Government.
