为改善建筑业严峻的安全生产形势,使建筑企业明晰自身安全管理现状与合理的改进方向,在注重安全管理可持续发展,分析和研究伯克利项目管理成熟度模型(PM(2))和系统工程能力成熟度模型(SE-CMM)的基础上,建立企业安全管理能力成熟度评价指标体系。运用网络层次分析法(ANP),在考虑各级指标间关联性的基础上确定其客观权重。将三元区间数作为评判描述语言,以提高指标初始评分的保真性,从而建立建筑企业安全管理能力成熟度评价模型。将该模型应用于西安市某建筑企业。结果表明,该企业安全教育培训制度及执行,文档与信息管理,市场环境变化应对能力等3项指标成熟度评分较低,评估结果与实际情况相符。
In order to improve the safety situation in construction industry and make construction enterprises clear their current situation of safety management and reasonable improvement direction, pay attention to safety management and sustainable development, analyze and research the Berkeley project management maturity model (PM (2)) and system engineering Capacity Maturity Model (SE-CMM) based on the establishment of enterprise security management capabilities maturity evaluation index system. Using the Analytic Hierarchy Process (ANP), objective weights are determined based on the correlation between indicators at all levels. The ternary interval is used as the judgment description language to improve the fidelity of the initial score of the index, so as to establish the maturity evaluation model of the safety management ability of the construction enterprise. This model is applied to a construction enterprise in Xi’an. The results show that the three indicators of the enterprise safety education and training system and implementation, document and information management, market environment change ability and other indicators of low maturity score, the assessment results consistent with the actual situation.
