近年来,南县农业农村局针对高标准农田项目工程建后管护存在的突出问题,采取三项措施把工作做实做细,取得良好效果。一是合理界定产权归属,明确工程管护责任。按照"谁受益、谁管护,谁使用、谁管护"的原则,科学合理地确定每一个工程的产权归属,把所有权、管护权移交给受益对象,同时明确管护责任。
