社会管理是人类社会必不可少的一项管理活动。伴随着全球经济社会的深刻变革,我国社会管理正面临着许多新的问题和挑战,加强和创新社会管理已成为各级政府工作的重要使命。正确认识和把握现代社会活动的新变化新特点,研究社会管理的基本规律,尽快突破旧有的管理格局和机制,才能不断推进传统社会管理理念、路径、方式的现代转化。管理型社会系统不同于统治型,它是一种“自适应型”控制系统。它不是靠强制性的力量来实现系统的稳定,而是靠各自子系统之间充分的信息交流和反馈
Social management is an essential management activity in human society. With the profound changes in the global economy and society, our country’s social management is facing many new problems and challenges. Strengthening and innovating social management have become an important mission of the government at all levels. Correctly understanding and grasping new changes and new features of modern social activities, studying the basic laws of social management, and breaking through old management structures and mechanisms as soon as possible can we continuously promote the modern transformation of traditional social management concepts, paths and methods. The managed social system differs from the dominant one in that it is an “adaptive” control system. It does not rely on mandatory forces to achieve system stability, but rather by the full exchange of information between their subsystems and feedback
