随着社会主义市场经济体制的建立和经济体制改革的不断深入，政治体制改革的问题便开始提上了日程。机构改革是我国社会主义上层建筑的自我完善，是政治体制改革的一项重要内容，党的十四大、十五大都把它列入了重要议题。机构改革是一场利益大调整和权力的再分配，必然有很大的风险和阻力，邓小平同志称之为“一场革命”。本文主要从这场“革命”的必要性、基本内容、基本要求三个方面论述了邓小平、江泽民同志关于机构改革是一场革命的思想。
With the establishment of the socialist market economic system and the continuous deepening of the reform of the economic structure, the issue of the reform of the political system has begun to be put on the agenda. Institutional reform is the self-improvement of the superstructure of socialism in our country and an important part of the political system reform. The 14th CPC National Congress and the 15th National Congress of the Communist Party have all listed it as an important issue. Institutional reform is a major readjustment of interests and the redistribution of power. There must be a great deal of risk and resistance. Comrade Deng Xiaoping called it a “revolution.” This article mainly elaborates on Deng Xiaoping and Jiang Zemin’s idea that the reform of the organization is a revolutionary from the necessity, basic content and basic requirements of this “revolution.”
