从2002年第一期仲裁员培训班上开创“现场开庭”的培训课程开始,至今西安市人事局仲裁员办公室已经连续6期采用了“现场开庭”的培训方式把真实的人事争议案件放在培训班的教学课程中,西安市人事局仲裁办公室(以下简称“仲裁办”)探索出“现场开庭”的培训模式。
