随着道路运输市场的全面开放,为适应市场变化,摆脱经济效益的困惑,国有汽车运输企业相继转换经营机制,实行单车全额抵偿承包(或单车租赁经营)。转机后,许多企业走出效益的低谷,市场占有率上升,经济效益回升。然而随着时间的推移,运输安全成为又一制约企业生存、发展的新问题。在效益驱使下,超速、超载;在短期行为下,车辆失保失修;敞开大门后,社会人员的大量涌入。新形势下,安全工作怎样搞?如何抓?笔者根据自身工作实践,谈几点初浅的认识,供同行们参考。
With the full opening up of the road transport market, in order to adapt to the changes in the market and get rid of the puzzles of economic benefits, the state-owned motor transport enterprises have successively switched their operating mechanisms and implemented full compensation for bicycles (or bicycle rental business). After the turning point, many enterprises out of the trough of efficiency, market share increased, economic returns. However, with the passage of time, transportation safety has become another new problem that restricts the survival and development of enterprises. Under the drive of efficiency, speeding and overloading; in the event of short-term behavior, vehicles lose warranty and repair; after the opening of the door, a large influx of social workers. Under the new situation, how to engage in safety work? How to grasp? According to their own work practice, I talk about a few basic understanding, for colleagues reference.
