在平安中国和法治国家的大思维中,运动式毒品治理模式具有现实合理性和向制度化治理转向的客观必然性。毒品问题是困扰我国政府和社会多年的顽疾,对其运动式治理的确基于诸多不得已的因素。“百城禁毒会战”不过是新一轮运动式治理的具体形式,它不仅没有根本扭转毒情趋重的整体态势,还暴露出相关制度的粗陋和缺失。调换现有毒品治理对策的主次关系,即以运动式治理服务于制度化治理,将过去单向线性的管控整体拉回综合网络式治理体系的局域位置,用更具包容性的理性落实对特殊人群的救助,或许可以走出禁而不止的怪圈。
