黑龙江国有林区林下经济产业支撑地位研究

全面停伐后,发展林下经济产业能否成为国有林区发展的支柱产业,引起广泛的关注。文章以产业理论依据,从“需求收入弹性”和“生产率上升率”两个准则入手,分析黑龙江省国有林区林下经济产业的需求收入弹性情况和全要素生产率趋势。研究表明:黑龙江国有林区林下产品有成为支柱产业的可能,林下经济产业的生产率呈不断增长的趋势,生产技术水平不断进步,将林下经济作为林区未来经济发展的支撑是一个可行的选择。但同时也存在产业市场化和组织化程度低,技术增长率低,技术效率并没有得到改善等问题。从扩大内需、提高市场化程度以及技术进步等方面提出促进黑龙江国有林区林下经济产业结构优化的建议。 After the all-round cease-fire, the development of under-forest economy can become the pillar industry in the development of state-owned forest area, arousing widespread concern. Based on the theory of industry, the paper starts from the two criteria of “income elasticity of demand” and “rising rate of productivity”, and analyzes the income elasticity of demand and total factor productivity of under-forests in state-owned forest areas in Heilongjiang Province. The research shows that the under-forest products in the state-owned forest area of ​​Heilongjiang Province are likely to become the pillar industries. The productivity of the forest economy industry is constantly increasing. The technical level of production is continuously improving. It is feasible to regard the under-forest economy as the support for the future economic development of the forest area s Choice. However, there are also problems of low marketization and organization of industries, low rate of technological growth, and lack of improvement in technical efficiency. From the aspects of expanding domestic demand, improving marketization degree and technological progress, it puts forward some suggestions to promote the optimization of the economic structure of under-forests in state-owned forest areas in Heilongjiang Province.
