产业集聚对环境污染影响的分析对于产业的总体布局有着深远的意义。选取我国31个省份2004~2013年的面板数据作为分析样本,以IPAT模型为基础,加入反映产业集聚的变量,实证分析了产业集聚对环境污染的影响。实证结果表明,全国而言,产业集聚的提高,将会加重环境的污染;而分区来看,产业集聚能够改善东部地区的环境,对中西部地区环境污染却加重。在此基础上,对实证结果进行内生性检验,发现产业集聚与环境的关系处于“U”型曲线的上升阶段。基于实证结果,最后提出了一些政策建议,以解决产业集聚发展与环境污染的两难问题。
Analysis of the impact of industrial agglomeration on environmental pollution has far-reaching significance for the overall layout of the industry. The panel data of 31 provinces in China from 2004 to 2013 are selected as the analysis samples. Based on the IPAT model, the variables reflecting the industrial agglomeration are added, and the impact of industrial agglomeration on the environmental pollution is analyzed empirically. Empirical results show that, nationally, industrial agglomeration will increase the pollution of the environment; while the zoning, industrial agglomeration can improve the environment in the eastern region, but the environmental pollution in the central and western regions have increased. On the basis of this, an endogenous test of the empirical results shows that the relationship between industrial agglomeration and the environment is in the rising stage of the “U” curve. Based on the empirical results, some policy recommendations are finally proposed to solve the dilemma of industrial agglomeration and environmental pollution.
