目前的水利水电建筑工程市场是卖方市场,竞争激烈,承包商要获得一项工程相当困难,因此低价中标已成为经常出现的问题。面对低价中标的现实,施工索赔已成为工程经营的重要策略。笔者认为对于国内工程来说,应遵循“低价中标,拿到工程;干好工程,取得信誉;加强索赔,获得利益。”的生产经营管理方针,通过对一个大型水利枢纽工程某一标段的施工实践证明,该施工索赔理论的科学性、可行性和合理性,为一个低价中标工程实际解决了成本亏损问题。
