当前,国有企业改革已进入一个关键时期,诸多矛盾越来越集中在企业领导体制及运行机制等深层次问题上,进一步深化国有企业人事制度改革,建立起与现代企业制度相适应的国有企业干部人事管理体制,是当前需要认真研究的重要课题。基于国有企业干部人事制度的现状,在管理体制上应着力抓好选拔机制、激励机制、约束机制和培训机制的建设。
At present, the reform of state-owned enterprises has entered a crucial period. Many contradictions are increasingly concentrated on deep-rooted issues such as corporate leadership systems and operational mechanisms. These reforms further deepen the reform of the state-owned enterprise personnel system and establish a state-owned enterprise cadre adapted to the modern enterprise system. The personnel management system is an important subject that needs careful study at present. Based on the status quo of the state-owned enterprise cadre personnel system, the management system should focus on the selection of the selection mechanism, incentive mechanism, restraint mechanism and training mechanism.
