按照党中央、国务院的部署,吉林省实行了“一免三补”惠农政策,充分调动了广大农民种粮的积极性,粮食生产出现了好形势。但随着农村土地流转的加快,多年遗留下来的土地承包矛盾也暴露出来,农村土地承包纠纷明显增多。为化解矛盾,进一步稳定和完善农村土地承包关系,切实维护农村集体经济组织和农民合法权益,促进农村社会稳定,自2010年开始,截止2011年3月,我乡共立案受理农村土地承包纠纷案件31件,全部进行了依法调解或裁决,取得了积极的效果。 In accordance with the arrangements made by the Central Party Committee and the State Council, Jilin Province has implemented the “one free and three subsidy” policy of benefiting farmers and fully mobilized the enthusiasm of the vast number of peasants in grain cultivation.
