以伊犁哈萨克自治州中小学图书馆(室)为例,采用问卷调查、实地走访、面对面交流等方式调查民族地区中小学图书馆(室)建设情况,发现存在着认识不够、经费短缺、开放时间短及管理手段落后、藏书陈旧且结构单一、馆员队伍不稳定且缺乏培训等问题。剖析产生的原因,结合民族地区实际情况提出具体的发展对策:规范管理,提高认识,加大投入,加快推进自动化管理;争取经费投入,科学合理使用经费;加强文献资源建设,提高馆藏质量;招募志愿者,参与图书馆管理工作;开展丰富多彩、形式多样的读书活动;利用文献资源优势,开展阅读指导工作;加强馆员培训,提高服务质量。
Taking the primary and secondary library (room) of Ili Kazakh Autonomous Prefecture as an example, this paper investigates the construction of primary and middle school libraries (rooms) in ethnic minority areas by means of questionnaires, field visits and face-to-face exchanges and finds that there is not enough understanding, shortage of funds and short opening hours As well as the problems of backward management tools, obsolete collections, single structure, unstable librarianship and lack of training. Analyze the causes of the problems and put forward specific development countermeasures in light of the actual conditions in the ethnic regions: standardize management, raise awareness, increase investment and accelerate automation management; strive for funding and scientific and rational use of funds; strengthen the construction of literature resources and improve the quality of collections; Volunteers, to participate in library management; to carry out a variety of colorful, diverse forms of reading activities; the use of advantages of literature resources to carry out reading guidance; to enhance librarian training and improve service quality.
