用以人为本的科学发展观来指导部队各项建设,必须对其工作范围、工作内容与工作方式进行明确的界定。工作范围上贯彻以人为本理念必须明确其是全面、长久和本质的以人为本;工作内容上贯彻以人为本理念必须厘清和摆正官兵个性和共性、官兵作为手段和作为目的、部队发展与官兵自身发展、部队发展与领导作风及态度的关系;工作方式上贯彻以人为本则要以官兵为根本,启发官兵的自觉性、以官兵为基本,调动官兵的积极性、以官兵为资本,激发官兵的创造性。
In order to guide the building of the armed forces with the people-oriented scientific concept of development, we must clearly define the scope of work, contents of work and working methods. The implementation of the people-oriented concept in the scope of work must be made clear that it is a people-oriented comprehensive, long-term and essential nature. To carry out the people-oriented concept in its work contents, it is imperative to clarify and correct the individuality and commonalities of officers and men as well as the development of the armed forces as a means and as an objective. And leadership style and attitude; carry out the people-oriented way of working should be based on the officers and men, to inspire the consciousness of officers and soldiers, based on officers and soldiers, mobilize the enthusiasm of officers and soldiers, with officers and men as capital, to stimulate the creativity of officers and men.
