自党中央提出学前教育三年行动计划以来,对于学前教育均衡发展的研究如雨后春笋般出现,谈论声更是不绝于耳。均衡发展的理念重在强调资源的均衡配置。学前教育发展中,在目前强调资源相对均衡的环境下,确保师资的均衡发展是提升学前教育教学质量的重中之重,更是体现教育公平的切入点。因此,为了提高河南省学前教育教学质量,确保每个幼儿尽量能享受到优质的学前教育,在当前优质资源的配置中,归结到教师资源的配置上。

The concept of balanced development emphasizes the balanced allocation of resources. In the development of pre-school education, under the current emphasis on a relatively balanced resource environment, ensuring a balanced development of teachers is a top priority in improving the quality of preschool education and an entry point embodying educational equity. Therefore, in order to improve the quality of preschool education in Henan Province and ensure that every young child can enjoy good pre-school education as much as possible, the disposition of teachers’ resources is attributed to the allocation of high-quality resources at present.
