地处黄海之滨,淮河尾闾的滨海县由于过境水多、可利用少,加之地表水污染严重,水质难以保证,人均占有水量仅有450立方米,为盐城市水资源匮乏县之一。 该县水资源工作实行统一管理以来,市、县水行政、主管部门和县计经委等综合部门十分重视水资源节约工作。县水资办和各用水单位通力合作,坚持“开源与节流并重”的方针,依法强化用水管理,突出以水权属为中心,实施计划用水、节约用水,深入开展群众性的节水活动,加快科技节水步伐,实现科学用水,有力地推动了该县经济增长方式的转变。据统计,1996年与1995年相比,计划用水户由83户扩大到129户,增加35.6%;计划用水量由19828.3万立方米递增到24000万立方米,增加17.4%;用水重复利用率由50.7%上升到51.7%,超过市指标的3.2%;节水量由90万立方米增加到120万立方米,增加25%,仅节水一项就为用水单位减少支出103万元,节电40万度,节省电费28万余元。
