当前群体性治安事件具有参与主体复杂化,活动形式组织化,诱发因素多样化,社会危害趋重化等特点。在处置过程中存在对处置的规律、政策、手段等系统认识、把握不够;处置原则与处置战术的运用不够协调一致;应急处突专业队伍建设亟待加强;处置预案的针对性操作性不够强等问题。对此,必须坚持党政主导,进一步明确群体性治安事件处置责任;必须准确把握群体性治安事件处置的规律、政策及策略;必须建立一支训练有素、装备精良的应急处突专业队伍;必须建立健全预防、处置群体性治安事件的长效机制。 At present, the mass public security incidents have the characteristics of complicating the participants, organizing the activities, diversifying the inducing factors, and aggravating the social harm.
