多年来,由于司法程序的繁琐等客观因素,法官在化解矛盾时,并不能做到完全高效。一方面,一些群众认为法院办事的效率低对法院工作不满意;而另一方面,一些简易的案件不能通过调解的形式及时解决,对诉讼成本和办案资源也是一种浪费。为了避免这种现象的发生,同时切实贯彻公正、高效的原则,北京市西城区法院推出了“四点一线”多元化解决纠纷的新机制。所谓“四点一线”是指以化解社会矛盾为主线,以“巡回法庭进社区”、“人民调解进法院”、“司法行政齐联动”、“行业法院共调解”四项举措为重点,着力构建多元化解决纠纷的新机制。从新机制运行半年以来的情况看,成效初步显现、各方反映良好,不但受到了上级领导机关的高度重视,也受到了新闻媒体的广泛关注,人民群众和社会各界的普遍赞同。 Over the years, because of the objective factors such as complicated judicial procedures, judges can not be completely efficient in resolving conflicts. The so-called “four in a line ” refers to the main line to resolve social conflicts, “Circuit court into the community ”, “people mediation into the courts ”, “ A total of mediation ”four initiatives as the focus, efforts to build a new mechanism to resolve disputes. Judging from the situation in the six months since the new mechanism was put into operation, the initial results of the effectiveness and the good reflection by all parties have not only received the great attention of the higher-level leading organs but also the widespread media attention, the masses and the general public.
