2010年,国家发改委等六部委联合下发《电力需求侧管理办法》,并在2012年底确定北京市、江苏省苏州市、河北省唐山市、广东省佛山市为首批实施电力需求侧管理试点城市,标志着我国电力需求侧管理工作进入大规模实施的探索阶段。尽管近年来我国电力需求侧管理工作取得了一定的成效,但与开展这项工作较好的国家相比,与我国巨大的终端节电潜力相比,还有较大差距。开展电力需求侧管理是一个各方利益调整的过程,在提高社会整体利益的同时,怎样兼顾电网公司、终端电力用户的利益,怎样制定相关的激励机制和政策,提高各方实施电力需求侧管理的积极性就显得尤为重要。本论文在对中央空调蓄能用户调研的基础上,通过对调研情况进行分析整理,着重研究了我国实施电力需求侧管理的动力机制,并从电价、财税政策角度,提出了完善电力需求侧管理动力机制的思路。
