在自上而下的教育改革环境中,中小学校教学改革的整体化、组织化以及制度化共同造就了教学改革的神话。这些形式犹如一把双刃剑,在推动改革前进的同时,不可避免地带来改革的泡沫。学校教学改革的整体化提升了改革的效果,但也会抹杀教学的个性。学校教学改革的组织化规范了改革的行为却也会减损改革的成效。学校教学改革的制度化在深化教学改革的过程中,也使得改革逐步趋向仪式化和神话。可以说,学校教学改革的整体化开启了教改神话的可能之门,组织化提供了教改神话的组织载体,制度化则为教改神话设计了制度外壳。
