根据国家水利部《水利水电工程等级划分及洪水标准》(SL252-2000)的规定,装机容量5MW以下为小型水电站工程。小型水电站工程相对于大、中型水电站工程建设投资规模较小,在工程项目合同执行模式的选择上多采用施工总承包的方式。由于施工总承包为固定总价合同,在进度结算支付以及合同管理方面与固定单价合同有很大不同,项目法人在项目管理中必须以新思路、新方法才能保证工程建设得以顺利实施。
According to the provisions of “Classification of Water Conservancy and Hydropower Projects and Flood Standards” (SL252-2000) issued by the Ministry of Water Resources, the installed capacity below 5MW is a small hydropower project. Small hydropower projects relative to the large and medium-sized hydropower project construction investment is small, the project implementation of the contract mode of choice more than the use of general contracting methods.
