China-Japan Ties
Chinese President Xi Jinping encouraged young people in China and Japan to make contributions to a bright future of bilateral relations in a reply letter to a Japanese youth ahead of his trip to Japan for the G20 Summit in Osaka held on June 28-29.
Daichi Nakashima, a prizewinner in the Panda Cup Japan Youth Essay Contest, extended his greetings and best wishes to the Chinese president, and expressed his willingness to devote himself to the cause of China-Japan friendship.
Xi, in his reply, said he is glad to see that Nakashima has been studying the Chinese language and literature for a long time and, by participating in essay contests and exchange activities in China, has learned more about China and strengthened his bonds with his Chinese friends.
Noting that China and Japan are close neighbors separated by only a narrow strip of water, he said the friendship between the two countries is rooted in the people, and that the future of the friendship between the two peoples is in the hands of the young people.
Xi said he hopes that the youth of China and Japan will strengthen exchanges and mutual learning, enhance mutual understanding, develop long-lasting friendships, and contribute to creating an even brighter future for bilateral relations.
He also encouraged Nakashima to continue to promote China-Japan friendship.
Nakashima, who studied the Chinese language and literature in college, has, on multiple occasions, participated in China-related essay contests and visited China.
Pollution Screening
Week-long inspections on pollution emissions into the Bohai Sea were launched in four coastal cities on June 24, according to the Ministry of Ecology and Environment.
The inspections will cover the coastline of about 1,700 km in Tangshan, Tianjin, Dalian and Yantai. A total of 260 work teams of 780 people were sent to the four cities to screen for potential outfalls including culverts, ditches and pipelines through satellite remote sensors, unmanned aerial vehicles and on-spot checks.
The ministry will conduct similar reviews in nine other cities later this year to prepare for future monitor- ing, source tracing and treatment. The Bohai Sea is China’s only semi-closed inland sea, which faces grim ecological pressure despite local environmental protection efforts.
Meth Seized
Police in southwest China’s Yunnan Province have captured two suspects traffi cking methamphetamine and seized 110.42 kg of the drug.
The border control detachment in the city of Pu’er uncovered the smuggling when they inspected two banana trucks. They seized 166 packages of methamphetamine. Further investigation is underway.
Since the beginning of the year, local authorities in the ChinaMyanmar border city have set up a 24-hour drug inspection network, stepping up checks on major road accesses and effectively curbing the inbound traffi cking of drugs.
Yunnan is a major front in China’s battle against drug crime since it borders an area in other countries known for rampant drug production and traffi cking.
Air Quality
Air quality improved in Chinese cities in the fi rst fi ve months of 2019, according to the Ministry of Ecology and Environment (MEE).
Some 337 Chinese cities enjoyed good air quality on 80.3 percent of days from January to May, up 0.6 percentage points from the same period last year. Nearly 120 cities met air quality standards, including 20 cities joining for the fi rst time this year, MEE data showed.
The average PM2.5 density, a key indicator of air pollution, remained unchanged at 44 micrograms per cubic meter over the period and the average density of PM10 and sulfur dioxide fell 2.6 percent and 13.3 percent, respectively, year on year.
Haikou, Lhasa and Shenzhen ranked in the top three on a list of 168 cities’ air quality, while cities in the provinces of Hebei, Henan and Shanxi lagged behind.
Several regions saw a decrease in PM2.5 in May 2019, with the Beijing-Tianjin-Hebei region and the Yangtze River Delta down 16.7 percent and 8.6 percent, respectively, year on year.
China pledged to coordinate its efforts on environmental protection and economic development in 2019.
The country vowed to reduce imports of solid waste and push for better air quality with better regional coordination and heavy-polluter revamps, according to the ministry.
Summer Breeze

Child Welfare
A national work conference on child welfare was held in Changsha, capital of central China’s Hunan Province, on June 20.
At least one institution for raising orphans and foundlings should be built in every city, where they can get medical care, healthcare and education, said Huang Shuxian, Minister of Civil Affairs, at the conference.
The construction of relief centers for minors should also be advanced, Huang said.
Civil affairs departments at district or county levels must have institutions responsible for child welfare work, including visits and care for rural children left behind by parents working in cities and children in need of help.
County-level child welfare institutions that are under populated and poor in infrastructure can transfer their children to city-level institutions, according to Huang.
China has 13.81 million people registered as living below the poverty line, among them 3.34 million are children, nearly a quarter of the poor population.
The Central Government has invested nearly 2 billion yuan ($292 million) in building minor relief and child welfare institutions since 2012.
Cross-River Metro
The fi rst subway line running under the Yellow River, China’s second longest river, started trial operation on June 23 in Lanzhou, capital city of northwest China’s Gansu Province.
The city is located on the upper reaches of the mother river of China, which runs 5,464 km from west to east before emptying into the Pacifi c Ocean.
The fast urban transit has been a dream for 3 million residents in the city, which the river runs through, creating a heavy traffi c burden on the road bridge. Construction of the metro line started in 2014.
The 25.9-km long section in service on June 23 was the fi rst phase of Lanzhou Metro Line 1, which passes through four urban districts in Lanzhou from east to west.
The fi rst metro line in Lanzhou is also the fi rst rail transit line crossing the Yellow River. The tunnel passes through a pebble layer with a depth of 200 to 300 meters, which is highly permeable and unstable.
“The metro construction has accumulated experience that other cross-river urban rail and tunnel construction projects can apply in similar geological and stratigraphic conditions,” said Duan Tingzhi, Chairman of the Lanzhou Rail Transit.

The three-day trade fair, held to forge closer economic ties between the largest developing country and the largest developing continent, attracted more than 10,000 guests and traders, including those from 53 African countries.
Food Safety
A proposal to apply an Internet Plus model and big data technology to improve food safety was raised during China Food Safety Publicity Week which began on June 18.
A total of 25 enterprises were rec- ognized as national model units for their innovative moves in improving food safety, according to a meeting held during the publicity week.
China should focus on helping the food service industry improve management in the supply chain, purchase and food processing, the ability of administrations at multiple levels to conduct inspections, and real-time analysis and precautions, according to Li Li from the Chinese Academy of Inspection and Quarantine.
IP Application
China made progress in intellectual property (IP) last year, with growing comprehensive development and improved application of IP, said a report by the National Intellectual Property Administration on June 25.
The report said the country’s IP comprehensive development index reached 257.4 in 2018, an increase of 17.9 percent from the previous year and eighth out of 40 major IP powers, up from 13th in 2017.
According to the report, China’s IP has grown in the creation subindex. In 2018, the number of patent applications in China was 1.54 million, while the number of valid trademarks was 18 million, an increase of 32.8 percent from 2017.
The fastest growth was in the application index, which was at 234.8, up 28.5 percent. In 2018, patent and trademark pledge fi nancing reached 122.40 billion yuan ($17.79 billion), up 12.3 percent, indicating IP’s greater contribution to China’s economic and social development.
Companies and individuals in Guangdong and Jiangsu provinces benefi ted the most from approved IP applications.
The report also pointed out existing problems in the country’s IP development, including a lack of high-value patents, imbalanced regional development and a tough external business environment.

5G Expansion
Telecom giant China Mobile plans to offer 5G commercial services in over 50 cities this year, the company announced on June 25.
In addition, over 50,000 5G base stations will be built across the country this year, the company’s Chairman Yang Jie told a press conference.
It aims to expand 5G commercial services to all Chinese cities above the prefecture level by 2020.
China Mobile will coordinate the development of 4G and 5G technologies, further integrate 5G with state-of-the-art technologies such as artifi cial intelligence and the Internet of Things, nurture an industrial ecol- ogy and expand applications across different sectors, Yang said.
The plan came after China Mobile was granted a commercialuse license for the cutting edge wireless technology along with three other companies in early June.
Foreign Trade Rises
Foreign trade in south China’s Guangdong Province recorded a total of 2.71 trillion yuan ($393.9 billion) in the fi rst fi ve months of the year, up 1.4 percent year on year, customs authorities said on June 24.
The foreign trade volume of Guangdong from January to May accounted for 22.4 percent of the total foreign trade volume in the country, according to the Guangdong branch of the General Administration of Customs.
In the same period, Guangdong’s general trade imports and exports totaled 1.37 trillion yuan($199 billion), up 5.4 percent year on year, accounting for more than half of Guangdong’s foreign trade volume.
However, the processing trade fell 5.8 percent, while the crossborder e-commerce trade totaled 34.5 billion yuan ($5 billion), up 73.2 percent year on year.
More private enterprises contributed to the province’s foreign trade volume. During the period, private enterprises’ imports and exports in the province totaled 1.37 trillion yuan($199 billion), up 5.8 percent, which accounted for 50.5 percent of the total.
Guangdong’s trade with ASEAN countries was 360.58 billion yuan ($52.3 billion), an increase of 3 percent. Trade with the European Union saw a signifi cant increase of 15.7 percent in the fi rst fi ve months.
Its trade with countries participating in the Belt and Road Initiative totaled 629.94 billion yuan ($91.4 billion), an increase of 3.9 percent. In addition, Guangdong’s exports of mechanical, electrical and labor-intensive products are on the rise. The import of consumer goods in the province increased signifi cantly, up 22.3 percent from the previous year.
Fruit for the Picking

Wearable Devices
China saw fast growth of wearable device shipments in the fi rst quarter of the year, with smart watches leading the trend, an industrial report showed.
Wearable device makers shipped about 19.5 million units in Q1, up 34.7 percent year on year, according to a report from global market research fi rm International Data Corp. (IDC).
The shipment of basic wearable devices, which do not support thirdparty apps, grew 25.5 percent, while smart ones surged 84.6 percent in the fi rst three months of 2019.
Xiaomi led the domestic Q1 wearable device market in terms of shipments with a market share of about 21.9 percent, followed by Huawei and Apple.
Adult smart watch shipments reached 2.01 million units in Q1, surging 89.4 percent year on year thanks to the growing popularity and decreasing prices of such devices, according to the IDC.
NEV Components
Volkswagen Group China announced on June 25 that it has started to produce two key components of new-energy vehicles (NEVs) in its plant in north China’s Tianjin Municipality.
“The local production of NEV components is a key milestone for Volkswagen Group’s emobility strategy,” said Stephan Wollenstein, CEO of Volkswagen Group China.
Frank Engel, Executive Vice President of the company, said China is the world’s largest electric vehicle market and plays an important role in Volkswagen’s global electric vehicle strategy.
Engel also said Volkswagen plans to deliver 22 million allelectric vehicles globally by 2028, more than half of which will be manufactured by Volkswagen’s electric platforms in China.
The company plans to deliver 400,000 NEVs in China by 2020 and the fi gure will increase to 1.5 million by 2025, with the Tianjin plant playing a key role in manufacturing, Engel added.
Statistics showed that from January to May, the production and sales of NEVs in China stood at 480,000 and 464,000, respectively, up 46 percent and 41.5 percent, respectively, year on year. Smart Clusters

Robust Courier
Courier giants Yunda, STO Express, YTO Express and SF Holding reported higher business income in May with continued momentum for e-commerce growth, the latest data showed.
Yunda saw its revenue go up 186.8 percent year on year to 2.76 billion yuan ($402.3 million) in May, according to the company’s latest bulletin.
With its courier business volume up 43 percent from a year ago, the company attributed the expansion to the lasting boom in the e-commerce sector as well as the improvement of its courier services, according to Shanghai Securities News.
STO Express reported a 47.53-percent year-on-year growth in its courier business volume, which drove its express service revenue up 44.24 percent.
YTO Express raked in 2.17 billion yuan ($315 million) from its courier service, up 12.93 percent year on year. The company carried 718 million parcels in May, a 28.2-percent increase compared to the same period last year.
Meanwhile, SF Holding’s courier business revenue grew 12.54 percent year on year to about 8.1 billion yuan ($1.2 billion), with its business volume up 10.19 percent to 346 million parcels, the company’s monthly report showed.
