Based on an ethnographic review of a tsunami-hit village in Sri Lanka, this article explores the two-sided trait of disaster management - “still fragile but resilient.” In the post-tsunami reconstruction, various humanitarian agencies and projects are based on the concept of community-based disaster management and emphasize developing the resilience of villages. However, the methods, visions and measures adopted by them are extremely vague and diversified. Therefore, in practice, not only It is full of controversy surrounding resilience and vulnerability, and various reconstruction participants also have different understandings and manifestations of these concepts and their relationships. In such a “social drama,” in order to attract further assistance, the villagers struggled to find a playful balance between the “vulnerability” and the “resilience” Exactly enough to leave enough room for vulnerability. Finally, the paper emphasizes that the anthropological discussion on resilience and vulnerability in disaster management needs to be based on the historicity of the place, to understand its multiple aspects and to reveal the conflicting expressions and political implications.
