世界气象组织（WMO）海洋气象学委员会,在1981年9月的第8次会议期间,建议由WMO组织一次区域性的海洋气象服务讨论会。在1982年6月举行的第34次WMO执委会批准了这项建议,并且决定讨论会由Ⅱ区、Ⅴ区中的一个国家组织。在东道国印度政府的支持下,WMOⅡ区、Ⅴ区海洋气象服务学术讨论会于1983年12月12日──16日在印度的孟买举行。有21个国家和地区派出讲演者或代表（共39名）出席了这次会议。这些国家和地区是:英国、印度、澳大利亚、美国、新加坡、中国、阿曼、沙特阿拉伯、卡塔尔、菲律宾、也门、越南巴布亚新几内亚、巴基斯坦、伊朗、马尔代夫、日本、斐济、马来西亚和香港。上海气象局海洋气象台副台长吴志德和国家海洋局海洋环境预报中心王喜年分别作为会议代表和讲演者出席了这次会议。
The Meteorological Commission of the World Meteorological Organization (WMO), at its 8th meeting in September 1981, recommended that WMO organize a regional seminar on marine meteorological services. The 34th WMO Executive Committee, approved in June 1982, approved this recommendation and decided that the seminar would be organized by one of the countries in Regions II and V. With the support of the Government of the host country of India, the WMO Regional and Regional V Marine Meteorological Services Symposium was held in Mumbai, India, from December 12 to January 16, 1983. 21 countries and regions dispatched speakers or representatives (39 in total) attended the meeting. The countries and regions are: United Kingdom, India, Australia, United States, Singapore, China, Oman, Saudi Arabia, Qatar, Philippines, Yemen, Viet Nam Papua New Guinea, Pakistan, Iran, Maldives, Japan, Fiji, Malaysia and Hong Kong. Wu Zhide, Deputy Director of the Marine Meteorological Station of Shanghai Meteorological Administration, and Wang Xi-nian, a marine environment forecaster of the State Oceanic Administration, attended the meeting as delegates and speakers respectively.
